China National Development and Reform Commission and other seven departments jointly issued the Interim Administrative Measures on Auto Parts Remanufacturing.
In order to regulate the remanufacturing behavior and market order of auto parts, eight departments including the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Ecology and Environment, the Ministry of Transport, the Ministry of Commerce, the General Administration of Customs, the State Administration for Market Regulation, and China Banking and Insurance Regulatory Commission have jointly issued the Interim Administrative Measures on Auto Parts Remanufacturing (hereinafter referred to as the Interim Measures) to guarantee the quality of remanufactured products and promote the high-quality development of the auto parts remanufacturing industry. As a symbol of the transformation of China’s remanufacturing industry from pilot to standard development, the Interim Measures is a major reform in China’s remanufacturing policy.
With 8 chapters and 36 articles, the Interim Administrative Measures, based on the actual development of China’s auto parts remanufacturing industry, clearly stipulate the standard condition, old parts recycling administration, remanufacturing production administration, remanufacturing products administration, remanufacturing market administration and supervision administration for relevant enterprises.
The Interim Measures put forward normative requirements on quality administration, production process, technical equipment and environmental protection equipment of remanufacturing enterprises. It clarifies that these enterprises are the main body responsible for the quality of remanufactured products, and regulates the main links of their production behavior, including the detection and identification capacity of old parts, technical equipment and production capacity of dismantling, cleaning, manufacturing, assembly and product quality testing, and disposal of relevant wastes in line with environmental standards.
The Interim Measures set out the administration norms for remanufactured products, clearly stipulating that the remanufactured products shall have the same quality characteristics and undergo the same inspection, testing or certification as the prototype new products when leaving the factory. It requires that the quality of the remanufactured products shall meet the quality standards of the prototype new products, with their safety standards not lower than the national requirements for the prototype new motor vehicle parts and their environmental performance meeting the relevant national standards.
It also stipulates that the above-mentioned eight departments are responsible for the supervision administration of auto parts remanufacturing within the scope of their authority.
